WATER INCIDENT REPORTING

The Utstein-Style Recommended Guidelines for Uniform Reporting of Data From Drowning-Related Resuscitation was last published in 2015 as part of an ILCOR Advisory Statement in July 2017. It is recognised as best practice in the field of drowning reporting. 

The Utstein-2015 system focuses more on resuscitation following water incidents and less on incident prevention. The Water Incident Reporting  System (WIRS) 2021 has been developed using the Utstein system as a base. 

Consideration has been given to the difference in the evidential material available for both systems. The Utstein system relies on access to medical records with over 70% of the criteria appearing infrequently in the incident, media, coronial, and litigation records. These are the main sources of evidence for the WIRS:2022. It has been necessary to adapt the WIR system to accommodate this. 

27% (39) of the criteria are common to both the Utstein:2015 and the WIRS:2022 systems; all from the original Utstein:2015 system. An additional 30% (44) of criteria were added to the WIRS:2022 system and were not covered in the Utstein:2015 system.
